Mahon Hayes served as lawyer and ambassador in the Department of Foreign Affairs. He was educated at University College Dublin and King's Inns. His book The Law of the Sea. The role of the Irish Delegation at the Third UN Conference was published by the Royal Irish Academy in 2011.
